I think the background's just fine. The pattern is a little busy maybe? But I like the color, it contrasts nicely with the green.

Not at all. The layout artist is in charge of framing and drawing out/setting up the backgrounds. Basically the person that sketches out the backgrounds with all the necessary props and details.
